The article presents the issue of partnership relations between entities creating cluster-type agreements and the assumption of the concept of "triple helix" - in the aspect of practical usefulness of this model. The presented conclusions are a short synthesis of empirical research in the research area discussed by the author. Most of the conclusions can be applied to all regions of the country. Their addressees may be: business entities, cluster coordinators as well as public authorities creating cluster policy at regional, local or national level.
