Opodatkowanie napojów słodzonych — globalne trendy i krajowe regulacje

Opłata od środków spożywczych, którą obłożono wybrane słodkie napoje, jako mająca charakter pośredni, konsumpcyjny oraz jednofazowy jest w rzeczywistości podatkiem akcyzowym. Celem stojącym za podjęciem tematu opodatkowania słodkich napojów była potrzeba zbadania, czy i ewentualnie w jakim zakresie krajowe ustawodawstwo wpisuje się w światowe standardy i trendy. Opłata ma stanowić efektywne narzędzie fiskalne, które wytworzy presję cenową mającą skłonić konsumentów do dokonywania prozdrowotnych wyborów. Stopień tej presji zależy od tego, w jakiej części podatnicy przerzucą w dół łańcucha dystrybucyjnego nowe obciążenie — nie wszędzie na świecie na konsumenta przenoszono pełną kwotę podatku. Trudno określić, jak duży (lub jak mały) wpływ na nawyki żywieniowe konsumentów będzie miała owa opłata, a bilans korzyści i kosztów społecznych będzie można sporządzić dopiero za 5 do 10 lat. Opierając się na wynikach badań naukowych, można przypuszczać, że opłata wywrze pozytywny wpływ na zdrowie dzieci i mniej zamożnych konsumentów, ale wpływ ten nie będzie duży. Wprowadzanie opłaty o maksymalnej wysokości 1,20 zł/litr, obciążającej napoje z dodatkiem cukrów będących monosacharydami lub disacharydami (powyżej 5 g na 100 ml) oraz wybranych słodzików, a także napoje zawierające dodatek kofeiny lub tauryny, wpisuje się w globalny trend obciążania podatkami żywności, której przypisuje się wywoływanie negatywnych skutków zdrowotnych. Należy się spodziewać wprowadzania w Polsce kolejnych podatków i opłat, które obciążą produkty o dużej gęstości kalorycznej, a małej wartości odżywczej, jak np. chipsy czy frytki.
