The subject of the study is a detailed description of the development of legal regulation and the current discussion regarding the right to minimum subsistence in Germany. This issue in question is dealt with from the perspective of the emergence of social welfare before 1962, changes to social welfare legislation made between 1962 and 2004, so-called Hartz reform and the case law of the Federal Constitutional Court, with a particular focus on the period after 2010.
